Donovan is the founder of Stratoscope and Ingressotek, two companies at the forefront of event safety innovation, specializing in scalable security strategy, guest screening solutions, and technology-driven approaches that protect both people and brand reputation. He is also the driving force behind Stratoscope Holdings’ expansion into elite canine detection and executive-level protection services through the acquisition of Ford K9, the launch of Stratos K9, and the creation of Stratos Executive Protection.
Prior to founding Stratoscope Holdings, Donovan held senior leadership roles including Vice President of Sport & Entertainment at T&M Protection Resources and Guidepost Solutions, and previously founded The Inocon Group. Michael Burnett brings a rare combination of federal law enforcement expertise, global operations management, and executive leadership to his role as Chief Operating Officer of Stratoscope Holdings. He began his career as a Special Agent with the United States Secret Service, where he was entrusted with protecting U.S. Presidents, Vice Presidents, and visiting world leaders, as well as leading investigations into complex financial and cybercrimes. These assignments demanded seamless coordination with government agencies and international partners, honing his skills in risk management, crisis response, and operational execution at the highest levels of security.
Transitioning into the private sector, Michael built a distinguished career leading large-scale operations across healthcare, financial services, and technology. Most recently, he served as Chief Operating Officer of Conservice, a multi-billion-dollar enterprise, where he oversaw global operations and managed thousands of employees across multiple regions. In that role, he guided rapid growth and large-scale transformation while ensuring that service quality and customer experience remained at the core of operational excellence.

Joseph Bongino

Joseph Bongino is a senior executive protection and security operations leader with more than 20 years of experience safeguarding senior government officials, ultra-high-net-worth individuals and families, and corporate leadership in complex, high-visibility environments.
As Head of Business Development at Stratos Executive Protection, Joseph is responsible for overall client and family relationship management, strategic engagement, and the implementation of tailored protection solutions. He serves as a trusted point of contact for clients, ensuring that protection strategies are not only operationally sound but aligned with each client’s lifestyle, business objectives, and long-term security needs.
Joseph previously served as a Supervisory Special Agent with the United States Secret Service, where he held leadership roles including oversight of the agency’s Special Operations Team. In this capacity, he planned and led protective operations for U.S. Presidents and Vice Presidents, managed large-scale national and international events, and supported sensitive, multi-agency missions. His experience includes advance planning, operational command and control, and risk-based protective strategies across domestic and international deployments in more than 70 countries.
In the private sector, Joseph served as Vice President of Portfolio Security and Risk Management at Howard Hughes Holdings, directing security operations across an award-winning commercial and mixed-use portfolio totaling approximately 10 million square feet. His work spanned high-end retail, hospitality, entertainment venues, and major events, with responsibility for threat and vulnerability assessments, resilience planning, command center development, and coordination with federal, state, and local partners.
Joseph has also served as Senior Director of Global Operations and Asset Management for multiple ultra-high-net-worth families, overseeing security and property operations across a global footprint of more than 60 countries. He supported high-value residential, retail, marine, and aviation assets, with a focus on discretion, continuity, and relationship-driven service.
He holds CISSP and EMT certifications and has advanced training in surveillance and counter-surveillance.
